The only way to tell it apart from the other beers they sell is by checking the cap. They don't worry about the beer standing out on shelves because they don't sell it in stores. They only sell to a customer once a month at the door of their abbey and at a nondescript tavern across the street. If you hadn't tasted the beer, you could be forgiven for thinking it's barely an afterthought for the monks. The monks at St. Sixtus abbey chose their vocation to pursue a life of prayer, quiet contemplation, and simple work, cloistering themselves away from the world beyond the walls of their abbey. They make beer in order to raise money to sustain the abbey, and since their needs are modest, they typically only brew once a week, even though there's more demand for their beer in craft circles than just about any in the world. Beer rating websites and magazines routinely list the Westvleteren 12 as one of the best beers in the world and the limited demand only serves to stoke the interest in the elusive product. The monks set a strict quantity limit of one case per month for purchasers of their beer in a (mostly failing) effort to help more people buy it and to prevent buyers from selling it at steep markups. Prospective buyers must call a hotline to make an appointment for the right to purchase the beer. Those who are lucky enough to get through, line their cars up at the abbey gate on the chosen day with the trunks open to receive their allotment. The monks track both license plate numbers and phone numbers to ensure that buyers don't make purchases more than once a month. For those interested in less than a case, it's still possible for the occasional tourist to get lucky and score up to two six-packs per person at De Vrede (The Peace), the tavern across the street, where we picked up our allotment. The Westveleteren Abbey 12 hews to the classic style of a Belgian Quadruple. It pours russet brown with a dense head. Soft malt flavors with notes of toffee, cherry, raisin, and peach sweetness give way to a dry, bitter finish. It's exceptionally deep and layered with none of the heat that might clue you in to the punch it packs at 10.2 percent alcohol. The depth will improve with age since the beer is known to develop sherry notes over the years. As Belgian quadruples go, it's clearly a world-class beer and worth seeking out, but if you can't find it or if you can't find it at a reasonable price, there's no need to despair. You'll be well served by locating the non-Trappist St. Bernardus Abbey 12, which produced beer under contract to the monks at St. Sixtus as recently as 25 years ago. This beer remains a dead ringer for the Westvleteren 12. We tasted a bottle of St. Bernardus that we bought at a supermarket in New York City next to a bottle of the Wesvleteren that we brought home from the abbey and struggled to identify any differences. We're reasonably confident that no one at the supermarket recorded our license plate or phone number, and there was plenty of St. Bernardus on the shelf when we left. The world’s largest greenhouse, the Palace of Plants, has been constructed on the 230-acre (93-hectare) estate there. Within this vast glass complex covering 2.5 acres (1 hectare), 13 greenhouses are devoted to plant displays for the public and for students, with special attention given to tropical plants of commercial value, while 22 greenhouses are for research collections and 20 for service functions. The estate, which long served as a park around a castle, is beautifully landscaped. An , containing nearly 2, 000, 000 dried specimens, and a library collection of 150, 000 volumes have been moved to a new building at Meise. Historic Centre of Brugge (Belgium) © OUR PLACE The World Heritage Collection Outstanding Universal Value Brief synthesis The Historic Centre of Brugge is an outstanding example of an architectural ensemble, illustrating significant stages in the commercial and cultural fields in medieval Europe. Brugge in medieval times was known as a commercial metropolis in the heart of Europe. The city reflects a considerable exchange of influences on the development of art and architecture, particularly in brick Gothic, which is characteristic of northern Europe and the Baltic. This architecture strongly determines the character of the historic centre of the city. The 1th century city walls marked the boundaries of the medieval city. Although the walls themselves are lost today, they remain clearly visible, emphasized by the four surviving gates, the ramparts and one of the defence water towers. The medieval street pattern, with main roads leading towards the important public squares, has mostly been preserved, as well as the network of canals which, once used for mercantile traffic, played an important role in the development of the city. In the 15th century, Brugge was the cradle of the Flemish Primitives and a centre of patronage and painting development for artists such as Jan van Eyck and Hans Memling. Many of their works were exported and influenced painting styles all over Europe. Exceptionally important collections have remained in the city until today. Even after its economic and artistic peak at the end of the Middle Ages, building and urban development continued, although Brugge mostly missed the 19th-century industrial revolution. In the 18th and 19th centuries, many medieval parcels were joined to larger entities and new quarters were also developed. The most striking examples of large scale post-medieval interventions in the historic centre are the urbanization around Coupure (1751-1755), the Zand and the first railway station (1838), the Theatre quarter (1867), the Koningin Elisabethlaan and Gulden Vlieslaan (1897) and the creation of the Guido Gezelle-neighbourhood (1920-1930). In the second half of the 20th century, some major changes occurred with Zilverpand (1976), the new Public Library (1975-1978), the new Palace of Justice and Kartuizerswijk (1980), Clarendam (1990) and Colettijnenhof (1997). Brugge is characterized by a continuity reflected in the relative harmony of changes. As part of this continuity, the late 19th century renovation of facades introduced a Neo-Gothic style that is particular for Brugge. The Brugge ‘neo’ style of construction and its restoration philosophy became a subject of interest, study and inspiration. Still an active, living city today, Brugge has preserved the architectural and urban structures which document the different phases of its development including the central Market Place with its belfry, the Béguinage, as well as the hospitals, the religious and commercial complexes and the historic urban fabric. Award set aside and matter remitted to administrative body for reconsideration. ORDER On appeal from: Gauteng Local Division of the High Court, Johannesburg (Carelse J sitting as court of first instance). 1 The appeal is upheld and the cross appeal is dismissed, in each instance with the costs of three counsel. 2 The order of the court a quo is set aside and replaced with the following: ‘(a) The application to review and set aside the decision of the Bid Tender Committee of 12 August 2014 succeeds with the costs of three counsel. (b) The matter is remitted to Eskom Holdings (Soc) Ltd for reconsideration in terms of s 8(1) (c) Lewis JA (Ponnan, Theron, Petse and Mathopo JJA concurring) [1] The issue for determination in this appeal is the lawfulness of a tender process conducted by the first respondent, Eskom Holdings Soc Ltd (Eskom). Eskom is a public company, the entire share capital of which is owned by the State. It is thus an organ of state, as contemplated in the Constitution and the Promotion of Administrative Justice Act 3 of 2000 (PAJA). The tender process involved two bidders, the appellant, Westinghouse Electric Belgium Société Anonyme (Westinghouse) and the second respondent, Areva NP Incorporated in France (Areva). The tender was in respect of the replacement of six steam generators at the Koeberg nuclear power station in the Western Cape. The replacement will cost some R5 billion. The tender was awarded to Areva on 12 August 2014. [2] On 15 August 2014 Eskom advised Westinghouse that its bid had been unsuccessful. It immediately sought an urgent interdict in the Gauteng Local Division of the High Court, Johannesburg to stop Eskom and Areva from concluding a contract for the replacement of the steam generators. It withdrew the application for reasons that are not germane to this appeal. It then sought an urgent review of the decision to award the tender to Areva, in the same court, in September 2014. Both Eskom and Areva opposed the application, which was dismissed by Carelse J in March 2015. Westinghouse appeals against the substantive order and Areva cross-appeals against the order of the court a quo that the application be dismissed with the costs of only two counsel when it had employed three. The appeal by Westinghouse and cross-appeal by Areva lie to this court with the leave of the court a quo. [3] The basis for the application, which lies at the heart of the appeal, is that the decision to award the tender to Areva was taken unlawfully. The reasons for the decision were said to be ‘strategic considerations’, and the existence of a ‘float’ (a buffer period of three months) in Areva’s bid, which Eskom concedes were not part of the specified tender criteria. Areva, on the other hand, contended that these considerations were embodied in the tender criteria. [4] If Westinghouse is correct that the award was unlawful, it asks that this court order that it be awarded the tender, since its bid was about R140 million cheaper than Areva’s and, in addition, its supplier development and localisation contribution (SD &amp; L), which was part of the tender criteria, was worth about R157 million more than Areva’s. These figures are contested, but the respondents concede that the bids were evenly matched in all other respects. Thus Westinghouse argues that, had Eskom not taken into account strategic considerations, the award would have been made to it.</p>]]></content:encoded>
